Why Is Maine Paying People to Move?

Maine has the oldest median age of any state in the country. Its rural interior has been losing population for decades as young people left for cities. The state and its communities have responded with a set of incentive programs designed to reverse that trend — targeting remote workers, young families, homesteaders, and anyone willing to put down roots somewhere most people just pass through.

These aren't gimmicks. They're policy responses to a demographic challenge — and they represent a genuine opportunity for people priced out of coastal metros to own land, build equity, and live well.

Maine Remote Worker Program

Up to $15,000 in reimbursements for eligible remote workers

Maine's Remote Worker Program — sometimes called 'Maine Attraction' — was designed to pull location-independent workers out of expensive cities and into Maine's towns and rural communities. The program reimburses eligible expenses for remote workers who relocate to Maine and work for an out-of-state employer.

Eligible reimbursements include moving costs, home office equipment, broadband internet installation, and co-working memberships. The program has been administered through the Maine Department of Economic & Community Development (DECD) in partnership with regional economic development agencies.

Applicants must be employed by a company headquartered outside of Maine, commit to living in Maine as their primary residence, and apply within 12 months of relocating. Priority has historically gone to applicants settling in rural and economically distressed areas of the state.

Program availability and funding rounds vary year to year. Check maine.gov/decd for current status.

Eastport: Free & Low-Cost Land

Maine's easternmost city offering deep discounts on building lots

Eastport — the easternmost city in the United States — has made a deliberate push to attract new permanent residents by offering city-owned lots at below-market prices, sometimes as low as $1, to buyers willing to build primary residences there.

The city sits on Moose Island, surrounded by Passamaquoddy Bay, with extraordinary tidal scenery, a small but vibrant arts community, and some of the most affordable real estate in coastal Maine. Year-round population sits around 1,300, meaning newcomers genuinely shape the character of the town.

Eastport's approach is less a formal program and more a direct municipal policy: the city actively reaches out to prospective residents, walks them through available lots, and structures deals to make settling there financially viable. The trade-off is remoteness — Eastport is a 3-hour drive from Portland and 4.5 hours from Boston.

Lot availability changes as city inventory is sold. Contact Eastport city offices directly for current listings.

Millinocket: Housing & Welcome Packages

The gateway to Baxter State Park is actively recruiting residents

Millinocket was a paper mill town. When Great Northern Paper shut down, it took much of the local economy with it. The community responded not by giving up but by betting on the 200,000+ visitors who pass through each year as the gateway to Baxter State Park and the northern terminus of the Appalachian Trail.

Local nonprofits and the town itself have structured deals to attract year-round residents — including deeply discounted housing, assistance connecting buyers to available properties, and a genuine community effort to welcome newcomers. The Katahdin region offers extraordinary outdoor access: fly fishing, whitewater, snowmobiling, and world-class hiking, all essentially out the back door.

Organizations like Katahdin Region New Futures have worked to connect prospective residents with housing, employment, and community resources. The pitch is simple: a house that would cost $600,000 in Portland is $80,000 here, and the mountain is still the mountain.

Millinocket's programs are community-driven and evolving. Reach out to the town office or Katahdin Region New Futures for current opportunities.

Aroostook County Incentives

Maine's largest county offers cheap land, low taxes, and rural opportunity grants

Aroostook County — 'The County' to Mainers — is larger than Connecticut and Rhode Island combined. It's a place of enormous skies, potato farms, St. John River valley villages, and a Franco-American and Acadian cultural heritage unlike anywhere else in New England. And it has some of the cheapest land and housing in the eastern United States.

The Aroostook County Action Program and regional economic development organizations have offered various incentives over the years including low-interest home purchase loans, business start-up grants, and workforce recruitment packages. Some towns in The County have offered their own land-based incentives to attract builders and homesteaders.

For people interested in serious homesteading — large acreage, self-sufficient land, room for animals and gardens — Aroostook is often the answer. 10-acre parcels that would cost $400,000 in southern Maine routinely sell for under $40,000 here.

Specific incentive programs vary by town and funding availability. NMDC is the primary regional economic development resource.
